As County Attorney for Brevard County, Florida I dealt with numerous local government issues including acquisitions, permitting, public records, Sunshine Law, emergency management, utilities, solid waste, ADA claims and eminent domain.
(1986- 2018) Deputy County Attorney and Assistant County Attorney
In these positions I closed in excess of $200 million dollars worth of real estate transactions and oversaw zoning and comprehensive plan amendments for hundreds of parcels. I also coordinated with the Public Works department on numerous road and drainage projects and handled the associated eminent domain litigation for many parcels which resulted in litigation with a dozen or more eminent domain firms in the State of Florida. Litigation of eminent domain, real estate and land use cases occurred in the circuit court, the district court and the Florida Supreme Court., as well as federal court, specifically the Middle District. Bankruptcy of a statewide developer also took me to the Southern District of Florida for bankruptcy proceedings. I have worked with community development districts, special districts (dependent and independent) developments of regional impact, utilities and utility rate and acquisition issues. Litigated and resolved a multitude of encroachment and easement issues including implied easements and statutory ways of necessity.
Prior to 1986, I worked in the private sector in Merritt Island and Orlando, Florida.
I attended University of Florida for law school and undergraduate studies.
